Defined by the Amateur Radio Relay League (ARRL), as a Special Service Club (SSC):

WCARS strives to go above and beyond for their communities and for Amateur Radio, take the lead in the Amateur Radio community to provide active training classes, publicity programs and actively pursue technical projects and operating activities.

Classes for new hams or those wishing to upgrade are provided through liaison with the VE-WCARS organization, a separate but closely related entity.

An effective presence includes contact with local media, member involvement in emergency communications training, event activity and actual deployment as part of the Amateur Radio Emergency Service (ARES).

Technical aspects of Amateur Radio are pursued by members to ensure technical competency, familiarity and comfort with modern radio-electronics technology

Club members participate in major operating or support activities to ensure a high level of operating skill. Other activities provide unique personality to the club.
